 try if putting a comma instead of a colon as path separators in site.cfg
 makes a difference - that is often an issue.

 It appears that site.cfg uses the colon as path separator (on Linux
 anyway). Replacing the colons with commas gives me
 {{{

 (Putting spaces around the commas gives the same error.)
