 In scipy.special.zeta it is wrongly defined as sum((k+q)**(-x),k=0..inf)

 It should in fact start the sum with k=1 hence sum((k+q)**(-x),k=1..inf)

 This causes the function to report back maximum double value instead of
 the correct result. see http://stackoverflow.com/q/9354343/697081 for
 observational analysis.
