No idea,  

Did you do a clean install?

Is there a file named
/usr/lib/python2.2/site-packages/scipy/special/orthogonal.py on your
system?

Does that file contain the function P_roots?  Note:

>>> import scipy
>>> from scipy.special.orthogonal import P_roots
>>> P_roots
<function P_roots at 0x82acdfc>
