[SciPy-user] How do I build scipy using standard BLAS/LAPACK

The gzipped tarball lapack.tgz from netlib contains a subdirectory 
LAPACK/SRC
The tarball is located in ~/src/lapack

So I have used
setenv LAPACK_SRC ~/src/lapack
