This is probably caused by the following lines in 
splinalg/dsolve/umfpack/umpfack.py:

try: # Silence import error.
     import _umfpack as _um
except:
     _um = None

Try moving the import line out of the try-except statement to see what 
actually went wrong when importing the shared library _umfpack.
