Gaël,
If you look at the numbers you have obtained, you will notice that
your ratio is 1180/147 = 8

After I fixed the sum error, SciPy code became as fast as Octave, therefore:

16/2.2 = 7.3

=> 8 vs. 7.3 not significant difference
