Could you tell use the result of the following commands:

 >> import numpy
 >> print numpy.__file__, numpy.__version__
 >> import scipy
 >> print scipy.__file__, scipy.__version__

I suspect some mismatch between numpy/scipy and this would be a good way 
to check. Otherwise, you may want to ask the python(x, y) author about 
the issue, as it is a packaging issue,
