On a unrelated issue, note that your iptest run shows that matplotlib is
not installed. if this is not the case, as it was not for me (Mac OSX), I
solved by simply uninstalling and installing again dateutil:
pip uninstall  python_dateutil
pip install -U python_dateutil

then iptest shows matplotlib installed.
