Yes.  The signature is:

PyArrayObject * NA_NewAllFromBuffer  (int ndim, maybelong *shape,
NumarrayType type, PyObject *bufferObject, maybelong byteoffset,
maybelong bytestride, int byteorder, int aligned, int writeable)

Please try it out.
