I got so tired of the ugly test for the set builtin during our 2.3-to-2.4
transition that I finally just added

    if sys.hexversion < 0x2040000:
        from sets import Set as set
        import __builtin__
        __builtin__.set = set

to sitecustomize.py.  I'm not suggesting that scipy's installer should do
the same, but the change worked for us.
