You could start with the 2d array... instead of:

>  >>> b = np.array((11,12,13,14))

perhaps something like:

  >>> c = np.empty((2,4), int)
  >>> a = c[0]
  >>> b = c[1]

Now a and b are views on c. So if you (say) pass them to, say, some  
(strides-aware) C routine that fills them in element-by-element, c  
will get filled in at the same time.
