This works, although I'm not sure how efficient it is compared to other methods:

In [19]: a = N.arange(16).reshape(4,4)
In [20]: a
Out[20]:
array([[ 0,  1,  2,  3],
[ 4,  5,  6,  7],
[ 8,  9, 10, 11],
[12, 13, 14, 15]])

In [24]: a[:,N.arange(4) != 2]
Out[24]:
array([[ 0,  1,  3],
[ 4,  5,  7],
[ 8,  9, 11],
[12, 13, 15]])
