 It is fixed in the trunk, but no release of numpy includes it. This is not
 a scipy bug, though.

 For windows, I am now building scipy binaries against the 1.2.x branch of
 numpy to avoid this issue; on linux, we should recomment to use this
 branch as well for the time being. 1.3.0, and 1.2.2 if we do a 1.2.2 will
 not have this problem anymore.
