#354: Support for Harwell-Boeing format in io

Comment (by dpo):

I wrote a preliminary class to read a sparse matrix stored in Harwell-
Boeing format from file, along with right-hand side(s), initial guess(es)
and solution(s), if available. Note that if a matrix is in finite-element
format, this class does not assemble it.

There is also a class to read data stored in Rutherford-Boeing format (a
sparse matrix or supplementary data, which the RB standard specifies
should be stored in different files).

There is no function at the time to write data in HB or RB format to file.
If there is a need for that, let me know.

There is a demo included. Simply run {{{python hb.py <filename>}}}, where
{{{<filename>}}} is in HB or RB format.

I elected to distribute this under the MIT license. Comments welcome.
