 Rbf interpolation should support linear basis functions.

 Presently, this can be emulated by the multiquadrics:
 import scipy as sp
 import scipy.intepolate
 sp.interpolate.Rbf(sp.asarray([1,2,1,2]), sp.asarray([1,1,2,2]),
                    epsilon=1e-99, function='multiquadric')

 It appears to me that if the nodes are unevenly distributed, any other
 interpolation options offered by interpolate.Rbf are unstable and will not
 work for most of the time. (TODO: file a ticket demonstrating this in an
 example -- maybe it's a bug somewhere?)
