 The test you attached makes a nice example for the docstring(see
 https://github.com/numpy/numpy/blob/master/doc/HOWTO_DOCUMENT.rst.txt), in
 this form it's not a test though. For that you should put it in a form
 accepted by nose (see
 https://github.com/numpy/numpy/blob/master/doc/TESTS.rst.txt or any files
 in a tests/ dir in the source ).

 On the choice of language, Cython would be vastly preferable from a
 maintainability point of view. Fortran code in scipy is (almost) all from
 upstream libraries, no-one is adding new Fortran code. It's also ATM not
 possible to add docstrings to Fortran code AFAIK. C would be better than
 Fortran, but not nearly as good as Cython.
