#1191: stats.distributions std with vector args

 Looking at some recent changes:

 I think

 >>> stats.t.std([5,6])
 array([ 1.29099445,  1.22474487])

 does not work after

 because of the use of math.sqrt

 >>> math.sqrt(stats.t.stats([5,6]))
 Traceback (most recent call last):
   File "<pyshell#9>", line 1, in <module>
 TypeError: a float is required

 but I haven't run current trunk yet

 A note:
 I don't think the stats() method works for array_like args for all
 distributions, and there are still open tickets and insufficient tests for
 array_like shape parameters for other methods.
