 Your install log shows the correct version of numpy (nosse) is installed.
 Can you check the same for scipy? If that installs nosse as well, then the
 problem is something else.

 The failure occurs on line 179 of dqk21.f, which is:
       if(resabs.gt.uflow/(0.5d+02*epmach)) abserr = dmax1
      *  ((epmach*0.5d+02)*resabs,abserr)
 Two machine-dependent constants are used here,
 c           epmach is the largest relative spacing.
 c           uflow is the smallest positive magnitude.
 so d1mach may report these constants incorrectly for your CPU.

 What is the output of the test suite by the way? i.e.
 >>> import scipy
 >>> scipy.test()
