 Tom, thanks for following up on this.  I sent what amounts to a "Request
 for Comments" to the scipy-user mailing list, but there haven't been any
 responses so far.  Maybe there will be more responses once the update is
 checked into the trunk.

 That would work for me.  I've been flip-flopping on whether including 0 or
 1 should actually raise an exception; currently I'm leaning (slightly)
 towards "not allowed".

 I'll create add a new patch that implements API3 in the next day or so.
