 I'm working with Mathieu functions. {{{SciPy}}} is more comfortable for
 me, than {{{GSL}}}.
 I have {{{GSL 1.15, SciPy 0.9.0-r1}}}. Both from gentoo amd64 portage

 It is well known, that eigenvalue '''b0''' for the odd solution
 [http://dlmf.nist.gov/28.2#F1 b0 is not exist]. Therefore the zeroth odd
 Mathieu function '''se''' is equal to zero.

 I wrote two small programs - for {{{SciPy}}} and {{{GSL}}} to demonstrate
 the behavior.
 {{{GSL}}} one exits with error, but {{{SciPy}}} calculates both '''b'''
 and '''se''' values.

 Please confirm and fix this bug.
