 scipy.stats has axis=0 as default, in contrast to axis=None in numpy.

 In data analysis axis=None is a very rare use case since often or most of
 the time the columns are heterogenous variables.

 The circular statistics has been pretty neglected. We could rewrite the
 functions to take an axis argument (with axis=0 to follow the default in
 scipy.stats), but I didn't find any tests for any of the circ* functions,
 and my knowledge of circular statistic is close to zero.

 Do you know if the results are correct?
