[SciPy-user] installation failed on a Intel 64 bit chip

To build LAPACK library for Opteron, I had to use

OPTS     = -funroll-all-loops -O3 -m64 -fno-second-underscore -fPIC
NOOPT    = -m64 -fno-second-underscore -fPIC

in LAPACK/make.inc. '-m64 -fPIC' should be used also in ATLAS/Make.$ARCH 
file for variables like  F77FLAGS, CCFLAG0, MMFLAGS.
