I think intel.py is simply wrong. It does:

    ar_exe = 'lib.exe'
    fc_exe = 'ifl'
    if sys.platform=='win32':
        from distutils.msvccompiler import MSVCCompiler
        ar_exe = MSVCCompiler().lib

ar_exe is set already, so why go look for a value for it in the MSVCCompiler
