The CeCILL license seems to be fairly similar to the LGPL in purpose and effect.
It is significantly more restrictive than the BSD license of scipy. I think a
good rule of thumb is, "if you don't understand whether or not the license is
compatible, it isn't."

I am -1 on putting this in the scipy sandbox. I am +1 on using this to prime the
pump for a SciPy Kits package.
