You can find a full discussion of this some time
back, and imo, NumPy has the superior (more explicit)
convention, especially given that it allows you to
simply specify the dtype of your array.

Also, while a 2d (matrix) focus might suggest to you
that ones(3) should be a 3 by 3 matrix, NumPy has
an nd-array focus, so a vector result is more natural.
