Yes, and don't think so.

Lapacke has only been available for 1.5 years and isn't widely used as far
as I can tell. Clapack has been around for much longer and is more widely
used. Lapacke now seems to be endorsed as the new standard on Netlib
though, so maybe at some point there may be a reason (and someone who puts
in the effort) to switch.
